What does this answer mean?

Several documents shaped the Constitution, and you only need to name one. USCIS accepts the Declaration of Independence, the Articles of Confederation, the Federalist Papers, the Anti-Federalist Papers, the Virginia Declaration of Rights, the Fundamental Orders of Connecticut, the Mayflower Compact, and the Iroquois Great Law of Peace.

The Articles of Confederation were the country's first constitution, in force from 1781. They created a central government that couldn't collect taxes and had little power to regulate trade or settle disputes between states. In 1787, delegates met in Philadelphia to revise the Articles, and they wrote the Constitution instead, with a stronger national government.

The Declaration of Independence, from 1776, supplied core ideas such as equality and government by consent. The Federalist Papers came a little later: 85 essays by Alexander Hamilton, James Madison, and John Jay, published in New York newspapers in 1787 and 1788 under the name Publius, to persuade people to approve the Constitution. The Anti-Federalist Papers were writings by opponents who argued against approving it as written. Their demand for a bill of rights helped lead to the first ten amendments.

A short, safe answer is "the Declaration of Independence."
