Question 24System of Government

How many voting members are in the House of Representatives?

Answers USCIS accepts

  • Four hundred thirty-five (435)

What does this answer mean?

There are 435 voting members in the House of Representatives. Each one represents a congressional district within a state.

Congress fixed the number at 435 with the Permanent Apportionment Act of 1929. Before that, the House kept growing as the country's population grew. Now, after each census, which happens every 10 years, the 435 seats are divided among the 50 states by population, and every state gets at least one. After the 2020 Census, the average district had about 761,000 people.

The House also has six nonvoting members. Washington, D.C., Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands each have a delegate, and Puerto Rico has a Resident Commissioner. That's why the question asks about voting members.

At the interview, say "four hundred thirty-five." Adding the Senate's 100 members gives 535 voting members of Congress, an easy way to remember both numbers.

Memory tip

435 in the House plus 100 in the Senate equals 535.
