Question 20System of GovernmentOn the 65/20 list

Name one power of the U.S. Congress.

Answers USCIS accepts

  • Writes laws
  • Declares war
  • Makes the federal budget

What does this answer mean?

Congress has many powers, and you only need to name one. USCIS accepts three: writes laws, declares war, or makes the federal budget.

Most of Congress's powers are listed in Article I, Section 8 of the Constitution. Besides making laws and declaring war, Congress can collect taxes, borrow money, regulate trade between the states and with other countries, coin money, and raise and support an army and navy.

The budget answer comes from Congress's control over federal money. The Constitution says no money can be taken from the Treasury unless a law allows it, so Congress decides how the federal government spends. This is often called the power of the purse.

Congress can also check the other branches. It can override a president's veto with a two-thirds vote in both houses, and the Senate approves treaties and the president's nominees for federal judges.

This is one of the 20 questions on the 65/20 list. The easiest answer to remember is "writes laws."

Memory tip

Congress controls three big things: laws, war, and money.
