Question 42System of Government

Who is Commander in Chief of the U.S. military?

Answers USCIS accepts

  • The President (of the United States)

What does this answer mean?

The President of the United States is Commander in Chief of the U.S. military. Article II of the Constitution gives the president this role over the Army and Navy, and over state militias when they are called into national service.

Putting an elected civilian at the top of the military is an important principle. It means the armed forces answer to a leader chosen by the people, not to a general.

The Constitution also splits military powers between the branches. The president commands the military, but Congress has the power to declare war, to raise and support armies, and to provide and maintain a navy. Congress also controls the money the military spends. This is another example of checks and balances.

Being Commander in Chief is also one of the accepted answers to the question "Name one power of the president."

At the interview, say "the President."

Memory tip

The president commands the military; Congress declares war.
